compatibility issue between pc installer and windows 7

You Can try the following step

On Windows 7
C:\Program Files\Alcatel\OmniPCX Enterprise PC Installer\bin
select wperl,
right click properties
Select Compatility
Check the Box : Run this program as an administrator

It's working fine for me

I'm not sure if this is still relevant... but I had some trouble lately with installing... It seems that if you have more than one NIC, it could help disabling the ones you don't need. PC Installer doesn't like it when there's more than one...

Why isn't V3.2 on the official Alcatel BPWS?
The latest Version there is 2.6.

It's located in \pcmao\boot_res\pcinstall in the OXE R10.0 j1.4xx Software.
As OXE R10.0 is now available you have the V3.2 in it

I was told today by Alcatel that 9.1 patch 28 fixes the issue with loading 9.1 on CPU6's. They said if you try and load 9.1 on a CPU6 while using Windows 7, it will fail on the initial load...it will only load the linux. Then you have to use swinst to load the 9.1 software. As of patch 28 however, they have fixed it. I have yet to try it though
