No routing on time base routing

Dear All Friend,
Need big help from all of you

See: I have 2 TG (23 with analog and 24 GSM)
I use Prefix "9" as ARS Professional TG with over lapping with discriminator number "0"

My plan is:
When user call to 012 546195 --->I want system choose TG number 24
and if user call 023 880021 ---> I want system choose TG number 23

My Configuration:
ARS rout list 0
ARS rout 1 --->TG 24 Time base rout list ---> rout 1
ARS rout 2--> TG 23 Time base rout list ---> rout 2

Problem : when call to 012 Yes it take TG 24
But when call 023 it still take TG 24 (I want it take TG 23)

In the discriminator the:

23 must be area 14 (eg) with ARS route 1
24 must be area 15 (eg) with ARS route 2

Very sure your problem are the areas
