No dial tone on analog sets

Hello Everyone

Few OXOs come to our company last days. They were were already configured. Problem is when i'm connecting analog sets and fax to SLI 4-1 card, there is no dial tone. Despite no dial tone i can dial a number from analog sets to UA sets (there is UA card too) and and they ring. But when I take pick up this call, on UA set, voice goes only one way, from analog to UA set.
When i try to call from UA to analog it doesn't ring, but if i pick up this call voice goes one way too.
First i noticed this problem on one OXO, and thought it's something wrong with SLI card, so i switched it with another OXO, but this didn't help. Later it turned out that this problem is on all new OXOs so I think it's something wrong with configuration.
Any clues what can be wrong?

Are the analog extensions in service both phisically and logically?

I found it. Turned out that one pin on backpanel board was broken (slot 3, right connector, top right pin). That's why switching SLI cards didn't help.
