For Z32 you don't need licenses in OPS.
For eZ32 you need analog users license.

I think that z-clip only works on eZ32 cards.

If we say about OXE after migration -
for eZ users - lock 174 analog user
for Z users - lock 202 migration analog users.
CLIP works on Z32 and eZ32 boards.
When you try to declear some users - system behaviour depends of your licences.
F.e. if you have lock 174=x. You can declear X users. If you have lock 174=0 - you can declear up to 10 users. (TC0528).

Lock number 174, is that migratable? suppose i have 174=500 in one node, is it possible to migrate this lock to my another node?
Actually i have one node ( suppose node-1)with many eZ32 board and users and another node(node-2) with z24. Now i want to bring ez32 boards from node 1 to node 2 and the z24 boards i want to use in node 1. What needs to be done to interchange the z24 boards and ez32 borads between node-1 and node-2, please.?

Thanks.

Lock 174 (eZ users) - can be moved from one node to another - but this moving not free of charge. Ask your supplier.
Licence moving (from my point of view) - intresting if you have hundreds users moved from one node to another some times during year.

Thank you sir vad. we will talk to our supplier for the costing of moving license of eZ. what about moving or replacing z24 board to ez32 board node? will that also need any licensing or will work straight with just configuring z24 boards and creating extensions?

If you want to change Z to eZ board - you need 174 lock for this ports.
If you want to use Z board in your system - you need lock 202. But this lock very cheap (in Actis via patch before add-on - add some Z24 or Z32 board and you will have opened lock 202 with very small price).
But I think - this is quetions for your supplier.

Sorry sir vad if i am taking to much time from you, the node which is using z24 boards don't have any lock 202, then why we need 202 lock in the new node to use z24? Ofcourse i have some wrong understanding but i don't know what is that so i just ask this question.

System behavior depends of - PBX is Enterprise from the begining (in this case PBX check 174 lock for eZ board and total number of extentions - lock 213) or PBX was migrated from 4400 (in this case you have lock for migrated user and lock for eZ users).
