Issue viewing contents of Locked keys 4038

I have an issue with one of my sites. The problem is all the users cannot view the progamming of locked keys on the 4038 handsets. Ie they press the "i" key followed by the button they want to look at and all that happens is the screen goes blank (except for clock on the top) and after 5 seconds or so a help screen comes up saying "Help: press i and a key".

This issue only effects keys that are 'locked' in programming. Any keys programmed by the user can be correctly viewed and changed if need be.

On all my other sites if I do this it shows the programming of the key, but clearly does not give the option to change, which is what I would expect.

So does anyone know why this is happening and if there is a setting in user or elsewhere that needs to be changed to allow it?
