Problem with transit in OXE R7.1

Hello all!
I asked in the forum almost a month ago about ARS and thanks of your answers i solve my problem
I hope i amn't being boring because i have an other question.
Now i have problem with trasiting in my OXE_a.
I can call from OXE_b to Marconi throw my OXE_a but
i can't call from Marconi to OXE_b throw OXE_a




OXE_b <--> OXE_a <--> Marconi
OXE_a <--> Marconi and vice-versa is ok
OXE_a <--> OXE_b and vice-versa is ok




When i call from OXE_b-->OXE_a-->Marconi every thing is ok and t3 shows:

9097063212121 is part of OXE_b and when i call a internal number (like 9097063212211) every thing goes ok but nothing
apears in t3

OXE_b <---> OXE_a <---> Marconi

When 9097063212121(OXE_b) calls 9098063212121(OXE_a) its ok and t3 shows the steps of procedin the call
When 9097063212121(OXE_b) calls 9158043212121(marconi) throw OXE_A its ok and t3 shows the steps of procedin the call

From OXE_a i can call in both direction and vice-versa

When 9158043212121(Marconi) calls 9098063212121(OXE_a) its ok and t3 shows the steps of procedin the call
When 9158043122121(Marconi) calls 9097063212121(OXE_b) its ok and t3 shows the steps of procedin the call


If i am in the middle of 2 PBx (diferent from alcatel) they can't call each-other throw my OXE
One of switch operator told me that my users goes to his PBX in high priority.

At least some parts are ABC-F and others Euro-ISDN.
Is there a hybrid access (the t3 won't show that by default)?
What's the definition of 9 or 90 or 909 or 9097 or 90970 or 909706 in the OXE_a Prefix/Numbering plan and DID Translator?

Start and stop the t3 and then add the hybrid shelf (normally 19) with "trc C 19"
and then set the filter "tuner hybrid=on"
Now start "mtracer -a" instead t3 - in all three systems.

I'm confused
