Link Aggregate not working between Juniper & Alcatel

Hi Forum

I'm trying to configure a link aggregate between a standalone Juniper EX3400 switch and an "Alcatel-Lucent Enterprise OmniSwitch 6450".

The Alcatel is model OS6450-U24 which means:
Ports 1 to 22 are fibre ports
Ports 23 & 24 are dual fibre/ethernet

The current link between the Juniper and the Alcatel is currently a single non-aggregate ethernet cable plugged into 1/24 on the Alcatel. This works as expected.

I have configured the link aggregate on both the Juniper & the Alcatel side.
The link aggregate will use Ethernet and therefore currently is just configured for the remaining ethernet port 1/23. 1/24 will get added later.

The configuration is as follows:

When we disconnect the existing link (i.e. unplug 1/24) and connect the link aggregate (1/23), the Juniper shows the link/port as up but the aggregate is down.
As I am working remotely I lose access to the Alcatel switch when the change is made as the Alcatel is the switch on the non-internet side of the link.

I have raised a case with Juniper and they state that "Regarding that the ae1 is down, as we can see from interface status there seems the LACP PDUs are not received from Partner".
Juniper also confirm that the configuration on the Juniper side is correct.
I don't have much experience with Alcatel and also we only have break/fix support.

Please could anybody answer my following questions:
a) Can anybody spot any errors with the Alcatel configuration?
b) Has anybody successfully configured an aggregate between an Alcatel and a Juniper and would they be happy to share the configuration?
c) Does anybody have any suggestions on what diagnostics I could run on the Alcatel to diagnose the issue?

I'm trying to get as much information as possible before going to site.

P.S. For those who are interested, the Juniper config is as follows. The exact same Juniper config works on a different ae on the same switch which links to another Juniper switch.

Test with lacp linkagg instead of static linkagg.

"Static Linkagg" on Alcatel is -not- LACP. Please configure LACP instead.
