DHCP Server issue

Hi All
I have issue on one of our 6860 core switch that we enable DHCP option

We have a total of 5 Vlan pool and it will be completed leased out in full even when the number of clients showed and below the number of requests
For Example
Vlan 208
dynamic-dhcp range 10.17.208.3 10.17.211.254
option dhcp-lease-time 36000

Under dhcp-server lease I can see that Ip address from 10.17.208.3 -254 are all taken up
and this happen to all of the rest of my other vlan pool

aside from this the lease time that was shown on the dhcp-server leases doesn't reflect with what we have configure under the DHCP-lease-time option

For example:

10.17.208.15 XXXXXXXXXXX MAY 09 17:49:15 AUG 07 17:49:15 DYNAMIC
10.17.208.16 XXXXXXXXXXX MAY 09 17:55:22 AUG 07 17:55:22 DYNAMIC
