No TFTP response - CPU1 is not OK

We are trying to configure a new phone (type 8028, same type like all working phones in our company). We have configured all editable parameters identical to the working phones. The only difference is CPU1. This is not editable in the phone configuration. In the attached files you can find logging for the phone that is OK and the phone with problems.

CPU1 parameters - not editable. You need to manage IP address, mask, gateway and TFTP address - do you manage TFTP address (CPU IP address) in phone IP parameters?

I can't change the CPU1 address (stuck on 172.016.100.18), and I'm stuck on "no tftp response"
I don't know at what level I should intervene to resolve it.(Omnovista8770, switch, 4028...)
Please, can you tell me how can I fixe this problem?

what's your CPUA, CPUB, and CPU MAIN ip addresses?
Are you using DHCP?
