Broadcasting an emergency voice a message

Hi ,
can any one help for configuring an emergency button that will validate in an emergency voice messages issued to all subscribers .
the broadcasting botton can be configured in the operator or an as analog set .

mastered conference license will spent the possibility of an anoincement group. but there is a limit of subscribers in a group.

For ALL sets (and for analogue too)?
I think this is not possible (if we say just about OXE). You need external application (f.e. 8670 Automated Message Delivery System)

could I creat an groupe has all PABX users ? , one I call this group and transfer it to th voice message .
