Message LED- flashes and set rings

Message LED- blinks and set rings on some types of analog sets.
When there is a message LED should flash. There should be no ringing, but on some analog telephone sets that I bought there is not not flashing but also ringing.
In my opinion this is not correct, cause when I was making an order I asked for sets compatible with my PABX (OXE re. 10.0) because for different PABX types way Message LED is realized can differ.
Telefone producer suggest contacting Alcatel and voltage regulation, becuase according them voltAGE LEWEL IN CASE OF LEFT MESSAGE IS TOO HIGH (it should no more than 10Vrms).
What do you think of that? Is there a way to regulate voltage for Mesage waitig or producer is trying to cover its incompetence?

You can modify the ringing tones. Search the forum. It is quite well documented.
