0 to 8 digits for PIN

In one of my customer place they are using external dialing through PIN.Now they have 4 digits PIN . but they need 5 or 6 digits. when I am creating 5 or 6 its showing bad length. But in help tab its saying that we can have 0 to 8 digits for PIN... Please advice........

In system --> review/modify --> PIN length : set to the number you want.
