IDAP Public and Restricted Dialing problem

hi all
i have OXO R.8, use IDAP to incoming/ outgooing
IDAP level is 25001200-25001299
Public dialing plan: hunt group - start 200 end 200 base 200, user- start 201 end 299 base 201
200 is Hunting Group No> ring Ext 201, 202
it is OK!

my client request that operator "Press N/R mode" to restricted mode, and then 200 go to virtual no 100 mailbox to leave message.
how to create it?
in restricted dialing plan: hunt group - start 200 end 200 base 100
100 set immediate forward to Voice mail group
when i dial 25001200 > not success to go 100 mailbox
but i dirctly dial 100 > can go to 100 Voice mail

is it possible to create routing? or any setting is wrong?
