40x8 phone(NOE) cant ring 40x8(SIP) phone

hi

im using OXE R9.1.

i have two 40x8 series phones. One with NOE firmware and one with SIP firmware. Both are registered to the same OXE.

I can dial from SIP to NOE phone successfully but from NOE -> SIP i get the error : Out of service

NOE phone ext = 36002
SIP ext = 36001

I have attached a mtracer trace .... Im new to OXE , if anyone can see why this error happens i would be gratefull.
