What is the right infra?

Site A
Common Hardware
2 MG with 2 Exp Cabs each
1 CS with 4645
400 users
network 10.0.1

Site B
Common Hardware
1 MG with 2 Exp Cabs
1 CS with 4645
250 users
network 10.0.1

Site A and B connect by 2 redundant fibers.

a. 2 pcx on abc-f
b. 1 pcx with call server duplication
c. 1 pcx with pcs on site B as remote area

I know about licenses. For now, I need to think on bette solution to reliability and performance.
