ERASING AND RELOADING OF GA3

Dear all,
Does anyone know how to erase and reload the GA3 board? Because I tried to follow the steps was described in Alcatel doc. (Please See the attach Alcatel doc.) , But it doesn’t work, beside I got confused about first step was described in the installation process about inserting the GA3 board in to into the CPU position of the rack (0 for GD3/GA3, 6, 10 or 20 for the INTIP3).!?!?!?!?.
How come is that and the GA3 doesn’t power on itself (not like GD3 or previous GD/GA boards).

Means..if u want format GD3 or GA3 , u have to insert in slot no 0..connect corss cable and config cable to laptop or pc then power on...rest of the procedure is same as its old...
