System not following Normal/Restricted Mode

Hi,
I am having a problem that when my system is working in restricted mode as defined in time ranges, all sets display RISTRICTED MODE and the user is not allowed to dial..but if any user just lock/unlock his telephone set, his set gets out of the restricted mode and starts working in normal mode.
i want that no one can dial in restricted mode. what to do ??

Look in subscirbers features, in barring there is one category for normal mode and otherone to restricted mode. Change the restricted barring category to block all type of calls.

hi elkiwi,
I have given the calls block barring level in the user features (Res/Barring). But its not working....when the system (OXO) goes to restricted mode it works, that is the users are unable to dial ...but my problem is if someone lock/unlock his/her telephone set at that time ,he /she can dial even though OXO is working in restricted mode .

In Users-->Features-->you have 2 flags: inhibition time ranges and inhibit flag (one for automatic timerange changeover and one for manual timerange changeover inhibition from user point of view). Check these and make tests.
