Is your network all the way FULL DUPLEX ?

You have problem with all external communications or only with GSM? Because from PBX point of view no difference between calls to analog PTT phone and GSM operator (if used the same TG).

Have you got the right compressor setting G711, G729 as per OPS, internal convo will be direct RTP so will in most cases work, but external will require compressor. Even another question have you got compressors in service
