Multihoming PBR and BGP

I have a OS6850 connected to 3 service providers acting as an edge router. I have my own AS system and am exchanging BGP with the 3 ISPs. I need to offer to our inside clients three different services:

1- Connection through only one ISP and if it fails you loose connection.
2- Connection through one ISP and in case of failure a second ISP as backup
3- Load balance traffic through 2 ISPs for redundancy and high availability

I can identify which service to use by reading the source IP public address or even divide our range of public adrdresses in 3 distinct subnets. The problem is that I can´t find a way to configure the routing and implement the 3 services stated above.

Is there a way to do this using BGP and PBR?
