In public network COS of users - allowed or not overflow (overflow on free set, overflow on waiting, overflow on total busy)?
If overflow allowed - you have two possibility:
1 - forbide overflow.
2 - manage overflow address - f.e. user/ dynamic state user - declare assocciated set, or in entity declare in call distribution attendant or secretary number.
Your incident say - in your system allowed oveflow but nothing managed in call distribution in entity. PBX not know destination for calls overflow.
If overflow allowed - you have two possibility:

the simple way is to define a overflow destination in entity. You can find this parameter in OmniVista in the section entity (Routing overflow number)
The second way is to disalow the overlow in COS (Category of Service).
Every User have a COS-Parameter. This Parameter links to the COS-Table. You can find it in OmniVista / mgr below Category of Service. There you can disable the overflow for the user.
