I'm unable to make toll-free calls (800, 877, etc.) from any of the configured users. From an IPTouch 4028 phone, I get a "feature rejected" display as soon as I dial 91800. From a SIP Extension, I get a "484 Address Incomplete" response. Is this related to COS or the trunk group for which external calls are routed to? Non toll-free calls are routed successfully to a configured SIP External gateway.
I have a prefix plan for 9 (external calls) set to "ARS Prof.Trg Grp Seizure".

What do you mean with toll free? Are you dialing a special number and then you get a operator on the line which connect you to a other party on their costs?
If you get the message feature rejected on the 4028 phone it seems to be that the pnc of the 4028 doesn't had the rights to call that number. I guess in that situation you have to add this special number to you discriminator and give it a area witch is accepted by every pnc. Check also if the ars routelist is a correct one for outside calls.

Thank Frankl! As suspected, the public access rights for the area number corresponding to 1800 & 1877 calls were set to 0. I changed it to 1 and it started working.
