Either you changed something on your data switch where the PoE is not sufficient anymore.
Or you changed something in the network a while back, never saved the conf in your switches, rebooted, and lost the conf.
I suggest you take 1 phone on a single data switch to remove the PoE issue, and configure this one switch correctly with dhcp helper if you are using the OXE/OXO has DHCP Server.

Problem solved , the sip 8001 is Chinese deskphone commercialized by alcatel , "es290" of "ascene" , the problem is in hardware , replace two capacitors C9 and C17 were through-hole aluminum electrolytic capacitors. replace both electrolytic capacitors(C9, C17) to SMD(Surface Mount Device) capacitors with the following parameters.
SMD capacitor parameters:
0805/22uF±20% 6.3V X5R,
Then you can update it to the latest version of app 4.5.0.7 and kernel 3.0.5 , you find it in attachments
