it's already been DST time and our phone were used to change by itself, however, suddenly it doesn't change to DST time anymore... could anyone please tell me where I can mange it?

Date/time - managed via swinst (expert menu/ date_time management) - you need to declare right time-zone/DST.
If you change time-zone - PABX restart needed.

Thank you, I am in! and have checked the time zone, however it is correct, my problem is, when system show for example, 09:34:10, our ip phone will show 08:34:10... I have no idea what is going on, ip touch 4038, any suggestion is appreciated.

Check IP domain time zone settings.
Which is your timezone? OXE software release?
If you reboot the phone time is correct?

The issue has been resolved, I've tried bascul command on each CPU, and then the time correct on our ip phones!
