Trunks not completely utilized.

I have 7E1s mapped to a single statistics pilot number but utilized channels (ongoing conversation + calls in queue) never go beyond 130. At this figure inbound calls can no longer be made since the trunks appear congested although there are 80 free channels available.

The Max waiting time for the queue has been set to 3200s i.e 53mins whiles Max % out of CCD has been set to 0 which implies all the trunks should be used for CCD calls.
