Trunk Line Congestion

Hi,

What is the main reason of this kind of error?
Trunk line is connected to Site A

Error
From Site B i can't connect to trunk line.

I have two site A and B connected via leased line (4mbps) and I encontered this kind of error but ithink our lines and network devices is working properly because from Site B I can connect or call to Site A.

after several minutes trunk line goes up again.

any troubleshooting tips incase this thing happen again thanks.
