Hello!
Is it possible to set external number for overflow? In my case I can enter only 8 characters in field “Associated Set No.” in menu “Dynamic State User”.

From a technical point of view, why number length for overflow is limited to 8 characters?
This mode is primarily intended for internal number? I can't find information about it in documentation.

Overflow - for internal recourses (mainly), when PBX can control status. Recourses like - secretary, Voice Mail, another set, with some additional management. About overflow to external number - you can use "forward on no replay/ no answer" instead of overflow (and manage in PBX - "Local Calls follow Ext. Forwarding" item in calling sets COS if you want selective behaviour for calling sets))
