OXO phone set user can sieze OXE ISDN or E1 trunk

this is the scenario

I have one OXO and one OXE system. I defined a user with 110 number in OXO system. there is no Co trunk or E1 ISDN trunk on OXO system. the OXO system connect to the OXE system by SIP trunk. OXE system have 4 co trunk and 1 E1 ISDN. user 110 want to seize the OXE E1 ISDN trunk. can OXO user use OXE trunk? how?

OXO user Can call OXE user by Sip trunk.

Send the digits correctly to OXE and configure ARS in OXE.

For example: ARS prefix 8 configured in OXE. This prefix routes all calls to E1.
Then, dial 8+phone number in OXO and send it to OXE via SIP trunk.

check at oxe the sip co trunk public network cos (31 if abcf type)and check plublic acces cos for area code and trunk gp acces cos shld be authorised for that area na d for that e1 trunkgp
