QOS Bandwidth shaping on port level

i got a question i'm having problems understanding

i have a very simple setup on this location

1x OS-6400 and my goal is to bandwidth limit 1 port to 4mbit upload and download.

the reason for this is because this person is a customer and connects to our core network for network accessability.

i did the following.

qos port 1/1 maximum egress-bandwidth 4.0M maximum ingress-bandwidth 4.0M maximum default depth 2.0M

the customer do get 4mbit, but is having horrible problems with packetloss and slow connect times etc.

the port is untagged in a vlan that runs dhcp, and the switch has no ip interfaces for this vlan.
