phone set programming fails for several 4400

Hallo,
I did connect several PCX first time and restarted otucd, status is green everywhere.
But several Alcatel 4400 releas 9 deny already the psp login extension and I see no related logs.
We have additional requirements on every PCX ?

The password for the psp is the extension password not the ICS one...just in case. Also check tsa_maintenance to see what could be wrong
