Problems with Serial Data Interface Card

I have a SAR-8 with a serial data interface card. It has functioned properly in the past; however I cannot seem to get it to communicate with serial devices any longer. The port stays OPER STATUS: DOWN PHYSICAL LINK: NO It is currently ADMIN UP.

We are running TiMOS-B-5.0.R6. I reverted back to TiMOS-B-4.0.R7 because that was the last image I believe the serial card worked under.

I have tried various uninstall, re-seat card, and MANY combinations of settings. Currently I am simply trying to loop the CSM port to one of the serial ports as I can interface with the CSM management serial interface. I have matched up the speeds at 9600 and set the SDI port to asynchronous. Other than that it is all defaults.

Anyone have any insite into my issue and had similar problems with the SDI card on newere firmware? I am curious what signal/pin combination the router uses to determine the link is physically up as well.
