converter for .wav 16 bit to 32 bit adpcm

Does anyone know where I can download a converter to take a 44kHz, 16 bit wav file and put it into the adpcm format that is needed for the music on hold file?

have you tried Goldwave? i think it comes with the AAS software if you have that.
