Overflow if IP link is down

Hi,

I have an H323 connection between an oxe rel 7 and an oxo.

I would like to setup a backup pra line on the oxe side so that when the IP link is down the calls will overflow through the pra. Till now it's ok.

My issue is that I want the overflow to work only when the IP link is down and not when all IP channels are busy.
Is there a way for the oxe to detect IP link down and makes the overflow work only in this scenario.
