OminiVista 4760 data downloading

Hi
I have some issue with OminiVista 4760 data downloading.

When 4760 synchronized with the OXE all the TAXxxxx.DAT files downloaded to the download folder and it no redownloaded to the database from that folder (all TAX.DAT files dump on the download folder). How could solve the problem? Any one can help me.

Thanks for update,
I started the all services and fail, eventually reinstalled the 4760 call accounting to same PC after format the "C" partition but problem was there. therefor again reinstalled the call accounting to new PC. now it's working fine.
If any one experince with the issue and find the rout cause Pls update.
