take e1 dialing 4 digits to site=2 pcs mode active

hi i have a problem i have a 2 Sites 1=oxe and in other site i have a 2=pcs.

if my data link inter sites (1-2) is down, the pcs rescue the phones ( active status) the site 2, and i call the phones from site 1 to site 2 how large distance, but i want call for E1 from site 1 with 4 digits. for more transparency with the user.

i tried in ARS but if i call 4 digits is a local user..... maybe prefixx ???
