Never heard of.
Concerning ARS - check with "lookars i" command.
For your inbound problem - supply traces for succesfull incoming call and unsuccesfull one.

Yes. Hard to say without traces. Provide informations about the used trunk, NPD and DID translator too.

In case anyone searchs and finds this post or is curious what the solution was. There were two OXE's operating as independent nodes with CPU6's. They were combined into one node using IP centraliztion and redunant disparate apliance servers were installed. I forgot when they were combined that a new or second DID translator was created. I was not adding the new rules into the right translator. As soon as I created the rule in the other translator the call routed perfectly. Using a T3 trace I could see the call enter the other or overflow node and then see a VPN call being placed to send the call back to the node where the orginally dialed station is located.
