ARS problem

Hello all!

I trying to configure the ARS to work with alternative long-distance operator.
In manual mode (without ARS) make looks like this: dial 555 66 77, wait for dial tone and then dial 8 and the number required.
How to configure the ARS: create a prefix ARS - main trunk group start = 9 end = 9 base = ARS NMT = DROP Priv = No, in the table "ARS prefix", create two prefix:
1 Yes pub Prefix = 8 ranges = empty Substitute = 8 TrGrList = 2 Called = hep
2 Yes pub Prefix = empty ranges = empty Substitute = TrGrList = 1 Called = hep

In Trunk Group List two sheets:

List ID = 1 contains 16 trunk groups, and made for sharing,
List ID = 2 contains trunk group, which includes a flow PRI Access Digits = 5556677, Auth.Code ID = empty, Tone / Pause = 1
of the user with which checks access to trunk group 2 is enabled, Caller ID course registered is correct.
Table 1: Tone / Pause contains: Index = 1 Time before = Ton Time after = 8 Force MF = yes
When user dial 9(this prefix TG seizure) 8 and required number, call is rejected, the station sends all the numbers at once no pauses and Alternative operator hits a challenge. If the dial 98 and wait for something so good, we hear a willingness alternative operator and can dial a number, but again from 8 .
Tried to remove 8 of Substitute and put in a table authorization fundamentally nothing has changed. Substitute tried to write 5556677 in Trunk Group List does not write, too, nothing changed.
I have something configured not correctly. Please help.
ARS may be not working because I use PRA?
