SIP extension controllable via Tapi for OXE

Im a developer who has developed one of the few Australia Tapi 2.1 applications last year with no Tapi 2.1 documentation. My customer is asking if the Tapi 2.1 is able to control SIP extensions via the makecall, hold, etc Tapi commands. The OXE system is version 6. Also appreciate if anyone can send me and info or where to find the SDK for Tapi 2.1
