Response to sim-ring on tandem sets

I have 2 sets configured to be tandem sets. 1 is an IP 4028 desk-phone device while the other is a sip extension.

Dialing the DN of the IP Set triggers sim-ring on both the phones. I'd like to know if it is possible for the SIP Extension to ignore the call and have the IP 4028 Set continue to ring.

Current behavior:

- Incoming call is forked to both desk-phone & SIP Extension
- SIP Extension responds with a 486 Busy Here
- OXE cancels the call to desk-phone & directs the caller to VM

Expected behavior:

- Incoming call is forked to both desk-phone & SIP Extension
- SIP Extension responds with a 486 Busy Here (or any other response code???)
- Desk-phone continues to ring until ring timeout or user accepts/rejects the call

I'd like to know if:
1) Configuration can achieve this
2) A sip response code that would *NOT* trigger OXE to cancel the call to the desk-phone

I'm curious about something here..
Do you have the expected behavior if you remove the associated set of the main set in your tandem ?

The associated set of the main set is the Voice Mail Dir. Number. Setting it to the following produces the following behavior

1) It is currently set to the Voice Mail Dir. No. Behavior: Once the SIP Extension rejects the call with "486 Busy Here", the caller is connected to Voice Mail.
2) I'm unable to set this to empty!
3) Dir. No of the tandem set. Behavior: Once the SIP Extension rejects the call with "486 Busy Here", the caller gets a busy tone.
