Busy Camp on for analogue turning back to true?

Hi, I have an issue with analogue extns having their Busy Camp-on going back to 'true' under Dynamic State User as soon as you lift the handset.

I've tried turning off the feature in Fac Categories and turning off DDI hold on busy set to see if that helps but it still happens.
It doesn't seem to bother multiline digitals?

Release is R7.1 f5401.25b

It looks like a bug in f5401-25-b, I ran the same database up with f5401-36-b and could not fault it.

this was discuss long time ago, for analog sets camp-on is only for 1 call.
There was trouble with changes via dyn. state user which was not conform
to the call handling part, so they changed it to allow only the switch during
the call and reset it after release of the call to avoid other issues.
