Is there any work around using 911 on a locked set

Is there any work around using 911 on a locked set

I want to encourage my users to lock their set most of the time.
the issue is that, 911 or 9911 cannot be dialed on a locked set.
any work around that you guys may be aware of to overcome the issue?
I'm using Release 8.01 and 9 happens to be my ARS prefix
