problem with GSM gateway

I have a rack 1 OXO with an APA4 card which is used just for the GSM gateway.

ARS is setup to use the GSM gateway everytime a user dials "04", the ARS setup has been cheked many times and looks ok.

the problem we are having, is when dialing a number begining with "04" occasionally it will dial a completely different number, also when it does dial a completely number it is a number in the speed dial list.

has anyone encountered this problem before?
or any idea's if the problem lies in the APA4 card or the GSM gateway?

can u give us more details till because to configure ARS there are steps if u follow it will be easy to do?
