Alcatel 4038 IP touch - Problem in Auto start

Dear All,
This is my first post in this website. But am using this website for last 6 months.
I got lot of information from this site. Thanks for everyone.

I have a customer with Alcatel OXE (Common Hardware) with 165 extensions (Full IP) and all phones are Alcatel 4038.
OXE is connected to the customer's DHCP server, from where our system fetches IP.
Last week there was a Power Shutdown, everything got switched off. Only 20 to 30 phones came up automatically.
All other phones boots till (2/5 Network Setup) and gets restarted, nothing came up till we physically unplugged the cable and plugged. I dono exactly where the problem is, whether it is OXE or with the DHCP server ? Please help me in this regards as am planning to add some licenses to the system.
Once the system is restarted for License upgradation I ll face the same problem.

Put a PC instead of one phone who doesn't starts and get the IP address of the DHCP server, however I believe there will be none. Also check your phones settings.
