Do i need a licence to develop an app for IPTOUCH????

I am developing a simple app using sinox and PRS. I have registered the app and connected my iptouch 4068 to my pc running sinox and the prs. The phone connects and the app registers in the PRS but it is not sent to my phone. On looking at the logs their is indication to a licence file. Could this be the problem???? if so can i get a test licence for my development and where from???

Heres my prs log showing my app in service (the phone connects ok but does not get my app??)
I have added a log showing the PRS showing my app in service...I noticed something about a licence request fail. Do i maybe need a licence to develop an app for iptouch phones???

Yes, sinox is an emulator of OXE, for the XML API you need a licence which must be adquired from Alcatel.
