Calling SIP to IP get Destination not found

Alcatel Ver 12.4. 3cx SIP Phone programmed in OXE as SIP Device, dialing internal extension, Programmed in OXE as IPTouch 8068s. Call does not go through. SIP Device says Destination not found.

IPTouch 8068s phone dials the SIP phone, call goes through

SIP Phone to SIP phone goes through

IP phone to IP phone works

I do not even know where to start looking for the issue

a motortrace or tcpdump to pcap which can be opened in wireshark would be a good start to understand where the issue might be
