radius configuration

we have oxe R 11.2
I tried to set radius server ,
netadmin -m _ 9 _1_2
add RADIUS 192.168.10.38
Then I added a radius server in swinst
swinst _ 2_6_5_4_2
192.168.10.38

but now I am not allowed to log in and the message
" Radius server are unreachable , need local password" is shown.
i tried directly connect to config port by root account but same message is shown.

Did you validated the "No local database authentication" ? If no, then you are in trouble. You will need to make the Radius server get in service

i think chose local database authentication from any connection
if chose "No local database authentication" There was no problem?
But I can connect to the CS2 by R 8770 and 4760i;
I have already make a backup by 4760 of the system.but can't restore this .
There is no way to modify the settings?
How do I define a radius server?
