General and detail reports are not permited

Hello everyone,
I have an strange problem, I've an Alcatel Standard CC on OXE release 12.3.1 (M4.501.19), when I try to generate an statistics report and select general or detail for all of pilots, PGs,AGs, I recievedan error that General or detail report is not Permited!!!!
I used this CCS with another OXE and that's working fine.
my CCS version is 10.12.94 but I also tried with 10.10.93 and 10.11.93 and i had same Problem.
can anyone help me!!!

For others who have this problem, it was fixed after installing new software in CS.
