Tacacs+ Not working with SSH

I am trying to get tacacs+ to play nice with my test omniswitch 6850. It works with telnet, but I have issues with ssh. I have factory reset the switch and only added basics like ip and login. The tacacs+ server is verified to work with other vendors' equipment over ssh.

I get the error "ssh server refused to allocate pty" in my terminal session.

Is there some trick here that I'm not getting?
