Telephony is off

Due to power issues ,the OXE system fan lights are off and all the phones are off.When login to mgr all the database is available including swisnt.What could be the issue?Do fans needs replacements?Please assist.

We have moved from T2(Public Trunk) to SIP trunk.I have registered the sip details on ARS.The problem is that I cannot add the VOIP/physical address on the list of access.Please see the attached
