Personal Identifiable Number (PIN) configuration

I have several PINs set up for various departments. I have never had an issue with anyone using them. However, yesterday someone was trying to make an international call and it would not go through. I am assuming there is a place to control the Connection COS and it must not be set for international. I currently use 3 for US long distance and 4 for international. I would guess it is somewhere under translator. I was looking at R11 release notes and thought it showed modifying it under Private Call profile.
