incomplete user list vs real hardware ports SLI16

The client lost his HSL2 module that he's supposed to put into PowerCPU, for the connection of 2 additional 9 slot cabinets. So I advised him to use one HSL1 module from a PowerMEX. Now I have one 9 slot cabinet (PowerCPU) linked with another 9 slot cabinet(PowerMEX), each one using HSL1. The problem is that at user list I cannot see all ports, but at hardware/main and extension cabinet I see all boards present/accepted OK. For example,in users list main cabinet SLI16 slot 8 show only 8 users/ports, and at extension cabinet SLI16 slot 3 show only 6 ports, and SLI16 slot 4, 5, 6 are not shown at all!!! I did not exceed more than 5 SLI16 board / cabinet, a have licenses for 50 digital and 156 analog users. Counting the boards ports I have 32 digital and 144 analog users.
Is there a problem that I have SLi16-1 ST and SLI16-2 in the same system? Because the problem is only related to analog users.
Or maybe it's just that the CPU must have HSL2, instead og HSL1.
The system is a release 10.0/040.002 .
